Request data FAQs

Currently, a data requester can submit an access request, also known as a data access application, via the data request service. This is a request from the data requester to gain access to the dataset(s) in a secure processing environment. 

In the future, it will also be possible to submit a statistical request, also known as a data request application, to the HDAB. Through a statistical request, a data requester can ask a statistical question about a dataset. 

A request can be made to the Health-RI data request service via the request form. A manual is available for this: Manual for the Health-RI request form for access to datasets | National Health Data Portal. 

Data requests received by Health-RI are first assessed for completeness by the Health-RI case owner. The substantive assessment is carried out by the data holder. With the arrival of the HDAB in 2029, the HDAB will be responsible for assessing data requests. The HDAB may also outsource this to Trusted Data Holders. 

The processing time of a request is currently still determined in consultation between the various parties. For the HDAB, work is underway on a Data User Space with a personal login, where the requester can view the progress of their request online. In addition, data holders will be bound by the processing times as stated in the EHDS (typically 3 months). 

Data can be requested for purposes permitted under the EHDS, such as scientific research and education. Activities of general interest in the field of public health and occupational health are permitted, as is supporting government agencies and producing official statistics. More information can be found in Article 53 of the EHDS. It is prohibited to request data for purposes such as: decision-making that is detrimental to a natural person, or excluding persons or groups from benefits of insurance agreements and premiums. Advertising and marketing activities are not permitted. Nor is the development of products or services that may be harmful to individuals or society as a whole.
